Statement Of Community Education
Community education is based on the concept that education is for everyone, is lifelong and occurs at all times and all places. This learning process is promoted by the utilization of all community resources both of a physical and human nature.
Community education emphasizes an expanded role for public education by transforming schools into community schools. It is through this transformation that our system provides a dynamic approach to individual and community improvement.
Goal Of Community Services In Cape Elizabeth
To promote a versatile community education program, with the aim of improving the quality of life by offering educational, cultural, recreational and social opportunities for all people.
The following policy statements are designed to provide an operational framework for Community Services.
A. The board shall employ a Community Services Director who shall be a professional qualified to plan, implement and evaluate an adult and community education program, as well as perform other designated services for the School Department which shall establish the salary and other terms of employment.
B. The board shall provide administrative supervision and evaluation at least annually of the Community Services Director through the superintendent.
C. The Cape Elizabeth Town Council and school board shall continue the Community Services Advisory Commission. This body will be composed of seven Cape Elizabeth residents. Members will continue to be appointed alternately by the Council and board. The term of office will equal three years and no member of the Commission shall serve more than two consecutive terms.
The Community Services Director will be non-voting secretary for the Commission.
D. Final authority and decisions regarding programs and staffing needs for Community Services are vested in the school board. Members of the board shall review, amend and approve all fiscal matters relative to the annual Community Services budget. Once the budget is adopted, it will be submitted to the Town Council as part of the total School Department's request for funding.
